Manukau City Council
(Regulation of Prostitution
in Specified Places) Bill
Notice is hereby given that Auckland Council
has drafted a Supplementary Order Paper to
amend the Manukau City Council (Regulation of
Prostitution in Specified Places) Bill (the Bill).
The purpose of the Bill is to authorise the council
to make a bylaw specifying places in the district
where the business of prostitution or commercial
sexual services may not occur other than in a
brothel or small owner operated brothel.
The Bill gives the council the power to make such a
bylaw only if it is first satisfied that it is necessary
to do so to prevent activities or behaviour in a
public place that are likely to cause a nuisance or
serious offence to members of the public using
the area, or are incompatible with the existing
character or use of that area.
Following the disestablishment of Manukau City
Council on 1 November 2010, Auckland Council
decided to promote this local Bill and extend the
Bill to apply to all of Auckland. Parliament's Local
Government and Environment Committee advised
the Council to draft a Supplementary Order Paper
to make the following two changes to the Bill:
1) a change of title, to the Auckland Council
(Regulation of Prostitution in Specified Places)
Bill to reflect the fact that Auckland Council is
replacing Manukau City Council as promoter
of the Bill
2) a change in the definition of "district" to mean
the district of the Auckland Council.
This notice is for public information only. Following
receipt of the Supplementary Order Paper, the
Local Government and Environment Committee
may decide to call for public submissions on the
Bill and the Supplementary Order Paper.
Copies of the Supplementary Order Paper may
be inspected, without fee, at the office of the
Auckland District Court (65-69 Albert Street,
Auckland) and Auckland Council Service Centre
(1 Greys Avenue, Auckland). The Supplementary
Order Paper may also be inspected at the
Manukau and Papakura District Courts, other
Auckland Council service centres, Local Board
offices, libraries and on the council's website
at www.aucklandcouncil.govt.nz from 8 August
2011 up to and including 26 August 2011.
